He is wearing a U.S. Navy khaki officer uniform and has light skin and dark hair. He has one arm over his head and is looking directly at the camera and smiling. He holds a white cup in his hand. There are photographs and magazine clippings on the bulkhead behind him. Some of images appear to be family photos. Others are pin ups of nude women. There is a white border around the image.Back has "Bill Kamp reclining // on my rack // 2/23 // 1972 or // 1973" handwritten in red and black ink.
